This month's item is a barbed wire stretcher with staple remover, manufactured by Excelsior Implement Corp (est. 1921). It's used to stretch and tighten sagging barbed wire and remove fence staples. The wire is placed in the pivoting head. The tool is then straightened, causing the jaw to close and tighten the wire. The hook on the end is used as a staple remover.
